Even though there is not a strict rule regarding how your disposable razor is packaged, there are some guidelines you should follow. For one thing, it is preferable that you pack it in the plastic, a see-through quart-size bag that all your other toiletries are packed in. Which means leave the plastic cap on it. The downside to this is that you are going to have to buy a pack of about 10 razors, just to be able to use one of them.
So, I suggest you skip to the section about TSA toiletry bags — they come with razors and they are an awesome time-saver. One more thing — this also applies to razors with disposable cartridges. You are allowed to have them in your carry-on, provided that they are packaged safely!
You can also bring electric razors in your carry-on. But you do need to take some precautions. For one thing, you need to make sure that the razor is completely turned off, and that there is no way it can accidentally turn on during the flight. In addition to that, you will also want to protect the head of the razor. This is more for your sake than for the sake of the TSA; you do not want the head of your razor getting damaged in transit.
